Negotiations on the OAD text are reaching their final stage. Since July 2012, 25 official consultations and 20 unofficial meetings were held, in order to reach a consensus on the new OAD text. New drafts of the OAD were circulated at the end of September by the Lithuanian Presidency.
Latest proposal for amendments relate, among other things, to the preparation, appraisal and approval of Programming Documents, as well as to the implementation review process.
The Lithuanian Presidency will be concluding the negotiations. In an informal meeting with OCTA back in May, Lithuania expected the final OAD text to be available by end of October 2013. Once approved by the 28 Ministries of the EU Member States, the new Decision will be published on the Official Journal of the European Union. The new OAD is due to come into force on 1st January 2014, and will apply until 31 December 2020 with an overall financial envelope of Euros 364.5 million funded under EDF11.
